A year after a panel blew out of a Boeing 737 Max during flight, the nation's top aviation regulator says the company needs "a fundamental cultural shift" to put safety and quality above profits.

Approaching one year since the Alaska Airlines incident that saw a door panel detach from a Boeing plane in midair, outgoing Federal Aviation Administration head Mike Whitaker said the plane maker's safety turnaround plan is "not a one-year project.
