Three dams in Luzon had a few of their gates open on Sunday morning to release water amid heavy rains from the Southwest Monsoon enhanced by Severe Tropical Storm Wipha (formerly Crising).

Three people were reported dead and injured due to the combined effects of tropical storm “Whipa” (formerly Crising), the National Disaster Risk Reduction and Management Council said.
